Job Summary

  • To ensure appropriate compliance oversight (adherence to MCOB and all other associated relevant regulatory rules), over the operational environment from origination to the back end service provided, post completion
  • To identify, assess, mitigate and control through compliance monitoring, thematic reviews. Particular focus will be on the operational aspects of the newly created residential Home Purchase Plans (HPP) business and unregulated mortgages
  • To undertake compliance monitoring and reviews (policies and procedures, controls environment, conduct risk) to verify provision of managing information, on the banks adherence to the regulatory rules and the best practice that is discharged through the operational environment in BAU. Reporting and communicating issues as appropriate (provision of MI)

Key responsibilities

  • To support the Head of Compliance in discharging their regulatory compliance responsibilities across the business, by managing oversight, assessing robustness of MK controls more specifically as it relates to HPP and unregulated mortgages (Buy-to-Let). (Inclusive of end to end process controls)
  • To ensure the Bank remains fully compliant with all statutory and regulatory obligations through active management and compliance monitoring of all aspects of regulatory compliance
  • To input to, when requested to do so, insights and suggestions as to compliance strategy and role out of the compliance risk management framework, across the Bank
  • To train, develop and assist the MK Compliance Officer to develop skill set and understanding of the wider parameters of the role to be discharged
  • To undertake horizon scanning of new regulatory impacts on the Bank, reporting MI as required
  • To demonstrate good knowledge of relevant regulatory handbooks (MCOB) and sourcebook, and industry best practice as is applicable to the business model of the Bank
  • Providing advice as it relates to or impacts the Banks operational environment
  • To assist in ensuring the Bank remains fully compliant in discharging its AML obligations and to identify any instances of financial crime, fraud, ABC, or conflicts of interest
  • To undertake compliance monitoring of the Banks adherence to policies and procedures (from origination through to decision in principle, and monitoring of back end activities for the Bank)
  • Review and monitoring of policies and procedures and updating compliance policies/training as required
  • Review of operational process in the Direct Finance team, underwriting, Case Managers and Sales teams respectively
  • To advise the business on proposed activities and the regulatory impact from a financial crime perspective, liaising with the DMLRO, to escalate issues identified
  • To review/assist, as required, with on-boarding and periodic files, compliance review sign-off and provision of monthly MI (including Milestone clients) on a sample basis and as reviewed also through the BEP on-line system
  • Provision of MI from the 1st LOD ensuring adherence to Gatehouse Bank policies and procedures in relation to the origination team and on-boarding; reporting and communicating to the ERC as required
  • Assist in the monitoring of the business assurance/quality controls teams and origination teams
  • To undertake Thematic reviews across identified specific business areas
  • To deliver ad-hoc, bespoke and ongoing training to ensure employees remain competent
  • To assist in the review the Data Protection (GDPR) framework and assist in ensuring the Data Protection policies and procedures are adhered to
  • To ensure customer complaints are handled appropriately, and addressed within the time-lines in alignment with the firm's compliance with DISP
  • Any other duties commensurate with the grade and level of responsibility of this post, for which the post holder has the necessary experience and/or training
  • Advisory services with respect to product knowledge surrounding HPP, BTL, the end to end operational process, incidents and breaches, audits
  • 1st LOD QA monitoring review assurance of BDM’s Direct Advise (including Commercial Flows), Specialist Finance, MK Ops and independent bench testing
  • Identification of actual and potential compliance risks that could crystallise across the HPP Ops framework
  • Review of 1st LOD exception cases in comparison with policy & regulatory standards
  • CMP and audit remedial action points to follow up, track and report progress undertaken by 1st LOD
  • Assist in the investigation of incidences/breaches, conduct risk, T&C, Training, SLA’s
  • Lead out in discussions with the 1st LOD on remedial actions points to address in a timely fashion, tracking progress and reporting through MI to the Head of Compliance for committee meetings
  • To deliver presentational and or other tasks training to the Compliance team, travel to and operating from the London office as and when required, to address and deliver relevant information to key stakeholders, and to stand in as compliance representation in committees directed by the Head of Compliance

Skills required

  • Advanced understanding of HPP products (inc. Secured Lending) and unregulated mortgage business
  • Risk awareness of issues identified for escalation, proposing resolutions
  • Internal collaboration with key departments (Compliance, Risk, Operations, Marketing, Origination Team, Direct Finance, Underwriting)
  • Regulatory standards awareness
  • Stakeholder management, fostering a good working relationship with compliance colleagues at the Milton Keynes site
