Job Summary
The Treasurer will be accountable for the Bank’s foreign exchange (FX), money markets (MM) and off-balance sheet trading, and contribute substantially to bank wide balance sheet management and strategy. They will be responsible for documenting and developing a full range of Shariah compliant Treasury products for Europe, MENA, and SE Asian markets whilst maintaining an up-to-date knowledge of Treasury tools, including awareness of the latest technologies.
Key responsibilities
- ILAAP – Working jointly with Risk & Finance , the Treasurer is also responsible to ensure that the ILAAP is appropriately updated at least once a year to comply with the requirements of the regulator and to reflect the changing profile of the assets and liabilities of the Bank. The Treasurer monitors the likelihood and timing of stress scenarios as described in the ILAAP or that may become relevant as a result of idiosyncratic and market events ensure that they are assessed in terms of the impact on the financial resources. They will present all findings of the ILAAP to the ALCO of the Bank for approval and ensure that there is a regular report to ALCO on the monitoring of the ILAAP.
- Liquidity Contingency Plan - The Treasurer is responsible for maintaining and updating the Liquidity Contingency Plan in line with the Bank’s ILAAP and RRP and to report any changes to the ALCO. The Treasurer will regularly test and update the Liquidity Contingency Plan to ensure it remains appropriate and live at all times.
- Liquid Asset Buffer – The Treasurer is responsible for monitoring and maintaining a level of liquid asset buffer in line with the ILAAP of the Bank. The Treasurer will monitor and assess the appropriateness and quality of the liquid asset buffer and will report to the ALCO on a regular basis.
- Liquidity Risk Management – The Treasurer is the first line of defence in ensuring that there is an adequate management framework in place for treasury liquidity risk and gap risk (including interest rate risk) of the Bank. The Treasurer will work with the Head of Credit Risk and Head of Operational & Enterprise Risk to ensure that any actions and update are carried out timely and robustly and that the liquidity risk framework of the Bank is comprehensive with oversight of the Risk functions; to monitor all treasury market investments that the Bank makes, analysing and managing any risks they may entail. Based on this assessment, make recommendations to other senior managers and the Board of Directors.
- Committees - Attend, as a member, any committees (or working groups) relevant to the delivery of the role (e.g. ALCO etc.)
- Policies, Procedures and Manuals - To develop (where necessary) and maintain up to date department manuals, policies, and procedures. To review and revise the document suite every 6 months or as and when required by the business. All documents to be available for inspection (internal and / or external) upon request. All policies and procedures must be imbedded into department’s processes and implemented at all times.
- Governance – The Treasurer is a key member of the ALCO ensures that any matters relating to the day-to-day running of the Treasury functions are appropriately escalated and resolved on a timely basis.
- Budget Management - Manage and control department expenditure within the agreed budget.
- People Management and Leadership - Lead and develop the Treasury team by role modelling the Bank’s ROC values and behaviours. People managers are responsible for completing all colleague life cycle activities such as recruitment; performance review process: providing input and encouraging colleague development with a focus on values, behaviours; wellbeing and to promote and enhance colleague engagement. People managers are also expected to adhere to all policies and procedures and ensure their team function effectively.
- Other - Any other duties commensurate with the grade and level of responsibility of this role, for which the role holder has the necessary experience and/or training.
Senior managers and certification regime
This role is in-scope of the Regulators’ Senior Manager and Certification Regime. As such the jobholder will be assessed and certified annually. Your role as the Treasurer is a certified function. You are therefore required to discharge the following governance responsibilities:
Regulatory status: Certified - To maintain the required levels of fitness and propriety to meet regulatory requirements.
Skills and qualifications required
- Significant demonstrable experience of day-to-day treasury operations. Preference for exposure to the GCC region.
- Emerging market and GCC knowledge.
- Proficiency in Asset & Liability Management (ALM).
- Knowledge of treasury instruments, products, and market developments.
- Excellent analytical and marketing skills.
- Highly numerate.
- Experience of managing a team. Strong communication and presentation skills.
- The ability to work under pressure.
- An established base of counterparty banking relationships.
- Intermediate / advanced Excel skills pertaining to liquidity modelling.
- CISI Investment Advice Diploma Level 4; ACI The Financial Markets Association Diploma or other qualifications.
